IIRC, this is Elvis in front of the Hotel Prince de Galles (Prince Of Wales), Champs-Élysées, Paris, in January 1960.
Elvis went to Paris three times:
June 13-27 1959
July 3-5 1959
January 12-18 1960
It's definitely not manager Tom Parker behind him. Parker never left the U.S. borders during Presley's army hitch.

This picture was taken on january 18, 1960 at the "Gare de l'Est" (train station) in Paris, just before boarding the train.

To be more precisely, Evis used the side entrance after being dropped off at Rue du Faubourg-Saint-Martin, just after 10 pm.
I know this because he left a map of paris (from Casino Paris) in the car which I was lucky to get in 1985 from the cab driver.
He was supposed to pick Elvis up at 9:15, but they did not leave the hotel before 9.45 The ride is normally 15-20 minutes, so
he had do drive fast to dropp them off at 10.00 in time (train was leaving at 10:05 pm). They boarded the train just minutes after.
Yes, the guy in the backgroud looks a bit like Parker (coat and hat that he wore in 1958), but this guy was much younger
