The image has been posted here a few times.
It's apparently at Graceland in the summer of 1961. With Elvis is 18 year-old fan
Jackson C. Frank.
It appeared in the May 2009
MOJO, as part of an article on Frank, who became a noted folk singer-songwriter in the mid-1960s. The article recounts how, in 1954, Elvis heard that Frank endured an awful accident at his Cleveland grade school, and sent letters of encouragement. Frank's Graceland visit was a belated way of saying thanks.

MOJO says the candid is from 1957, clearly, it is not. It's probably around the time of the film "Follow That Dream." Notice Elvis' hair is its natural color -- the last time he'd go without hair dye -- and he has no sideburns.
In general, the Frank article is somewhat loose with the facts. The guy's childhood accident occurred in 1954, it's doubtful Elvis was sending him letters then. But it's possible news regarding Frank's plight with the insurance company in the early '60s -- they'd pay him $100,000 in 1964 to settle a lawsuit -- caught Elvis' eye, and he sent some kind of letter of support then.
Frank would go on to author a few classic folk tunes. Check out his story:
