Graceland wall barb-wired?

I had never noticed this before, that Graceland´s wall was barb-wired. Was it only part of the wall? For how long did it stay that way? Many fans must have hurt themselves because of this. And Elvis must have been worried about his fans getting hurt. I suppose this photo was taken from the north side of the front gate? Has anyone else noticed this barbwire before, or have I just been blind all these years? This photo is from the December 1957 issue of TV Radio Mirror magazine.
