According to David Neale, Ray Price's 1963 original was recorded on 30 April 1963, but remained unreleased at the time. It's this version:

It later appeared on the Bear Family CD 15843, "Ray Price and The Cherokee Cowboys."
On 13 June 1963, he rerecorded the number, and this version was released as a single on June 26, 1963 on Columbia 42827, as a B-side to "Night Life". This is the rerecorded version:

The version by Timi Yuro was released in June 1963 as well. On a single (backed by Look Down).
The exact release date is not known yet. It was June. So only if it was released between June 26 and June 30 Ray Price's version was the first released. His version hit the Billboard Hot 100 on August 31, 1963. It reached #100 for 1 week and then disappeared. Timi Yuro's version hit the Billboard Hot 100 a week later, on September 7, 1963 and stayed there for 38 weeks, peaking at #24.

Just wanted to add that in the late 1980's I have the pleasure of meeting Jim Reeve's wife, Mary, in Nashville. Long story short, as we spoke I asked her about Elvis covering Jim's song, "He'll Have to Go." She said, "Oh, I love Elvis' voice on that one. He sounds so sincere with his singing." She followed up by saying that she thinks "Jim would have enjoyed Elvis' version" of He'll Have to Go. As we continued talking she pointed out that Elvis had also recorded "Make the World Go Away." She said that she enjoyed the way Elvis did it, and with a smile she added, "but Elvis' version is very dramatic. I like it." She was a delightful woman.

The first time I ever heard this song was by Donnie and Marie Osmond... my parents had the album. At that time... somewhere around 1975... I wasn't even aware that Elvis had recorded it.
